I don't know, but if I were in Tim's shoes, I'd start looking for another permanent job now while he waits. And has the time. Upside-maybe he will find something better, or equally as good. And no downside really because he can be really picky in his search knowing this other job is waiting for him if he doesn't find something better. Also, knowing he already has a job lined up (even if it is uncertain when it will start) will really take the pressure off if he goes on a job interview. I find I do really well in job interviews when I don't really need/care to get the job. If he does end up getting another job, he doesn't have to feel bad about turning down this one (she said they would understand). If he doesn't, at least he was keeping busy :) while waiting for this one to start up.

I think what you're doing with the temp agencies is probably the best. There's also day labor, though yes, I know just how much those jobs suck. If nothing comes up, well, then if you can belt tighten through it, then that may be for the best.
